Although in Frank's defense, while he may be clueless and not so courteous without running that invitation past Natalia first, I think he is trying to do a nice thing for Natalia. It just...didn't work.
I think everything suddenly hit a whole new level of reality for Natalia when Olivia started searching for a place to live.
