I think Frank gets away with it because Olivia is really the only one who sees his manipulation for what it is and she can't say anything without seeming petty. Because her guilt over hurting Frank by agreeing to marry him when she knew she actually loved Olivia, Natalia is pretty much blind to Frank's own complicity in any part of their messed up relationship.
And that guilt is also why she can't just shut him down. So it lingers, she puts up with it and Olivia gets hurt some more. I hope when she comes back to town Natalia will have had a chance to put a stop to that. Now that'd be awesome!
